This is a very neo-liberal assessment of Africa and this is problematic. Malcolm X spoke about how "White Liberals" pose as your friend but they really believe they are smarter than you. You are to listen to them as they "help" you become more acclimatized and acceptable in a white capitalist world.
To a liberal, an intelligent African person is something to marvel at as a "one off".
Africa was never "lacking" historically. Africa has been written about by many early European explorers as an immensely developed land with technology and social structures Europe did not yet have.
